LUNAR NEW YEAR MASS SHOOTING MONTERY PARK CA -11 KILLED 9 INJURED

The suspect in a shooting in Monterey Park, California, that left at least 11 dead and another 10 wounded is dead, Los Angeles County Sheriff Robert Luna said Sunday. The suspect, identified as 72-year-old Huu Can Tran, died of a self-inflicted gunshot wound, Luna said.

The massacre was the nation’s fifth mass killing this month. It was also the deadliest attack since May 24, when 21 people were killed in an elementary school in Uvalde, Texas. The death toll stood at 10 on Sunday, but rose to 11 on Monday afternoon when one of the wounded victims died of their injuries.

Luna said earlier Sunday that law enforcement was dealing with a “barricaded suspect situation” in the city of Torrance. Officers pulled over a white van at 10:20 a.m. local time Sunday, Luna said. The van then pulled into a shopping center parking lot and police heard a single gunshot from inside the vehicle, according to Luna. Officers wearing tactical gear and armor, approached the van at 12:52 p.m. and found the suspect dead.

A handgun was recovered from inside the van, Luna said.

The dramatic scene involving the van was captured by news helicopters, with multiple armored vehicles positioned in front of, to the side of and behind the van, with officers in fatigues and body armor at the rear of one of the police vehicles.

Police said there are no other suspects and they’re still not clear on a motive.

Luna said five men and five women were killed and another 10 wounded in the shooting at the Star Ballroom Dance Studio in Monterey Park late Saturday night. (An 11th victim died later.) Then, 20 to 30 minutes later, the suspect entered the Lai Lai Ballroom in nearby Alhambra.

“He walked in there with a firearm and some individuals wrestled the firearm away from him, and that individual took off,” Luna said earlier Sunday.

Luna said a magazine-fed semi automatic assault pistol with extended large capacity magazine was recovered from the Alhambra location. He said he believes that type of weapon isn’t legal in California, but that more “research” was needed.

Two law enforcement sources told CBS News that investigators were conducting ballistic analysis of the weapon found at the scene in Alhambra to try to determine if the weapon is connected to the Monterey Park shooting and whether the person was the same suspect.

Shortly after 10 p.m. Saturday, officers arrived on the scene of the Monterey Park shooting in response to a call of shots fired and found 10 people wounded outside the Star Dance Studio. They were taken to local hospitals, where seven of them remained as of Sunday night, Luna said. The victims all appeared to be at least 50 years old, Luna said Sunday night.

Luna said Sunday afternoon that a victim center had been set up and urged anyone to go who suspected a family member had been at the dance hall.

ederal agents from the FBI and Bureau of Alcohol, Tobacco, Firearms and Explosives were on the scene assisting local police, and White House press secretary Karine Jean-Pierre said President Biden had been updated on the shooting.

“Jill and I are thinking of those killed and injured in last night’s deadly mass shooting in Monterey Par,” Mr. Biden said in a statement Sunday night. “While there is still much we don’t know about the motive in this senseless attack, we do know that many families are grieving tonight, or praying that their loved one will recover from their wounds.”

Mr. Biden ordered flags to be flown at half-staff until sunset on Thursday.

California Gov. Gavin Newsom said on Instagram that he visited Monterey Park Sunday.

“The strength of this community is incredible. No other country in the world is terrorized by this constant stream of gun violence. We need real gun reform at a national level,” Newsom said.

According to CNN, Tran’s ex-wife said she met Tran about 20 years ago at the Star Ballroom and that “while Tran was never violent to her … he could be quick to anger.” CNN also reported that ” a second long-time acquaintance of Tran’s also remembered him as a frequent presence at the dance studio.”

Local resident Wong Wei told the Los Angeles Times his friend had been at the dance studio, and she had been in the bathroom when the shooting erupted. When she emerged from the bathroom, she saw a gunman and three bodies — two women and one person who he said was the boss of the studio.

The friend then fled to his home at around 11 p.m., Wei said, adding that his friends told him that the shooter appeared to fire indiscriminately with a long gun. “They don’t know why, so they run,” he told the newspaper.

Peter Fong, a friend of “Mr. Ma,” one of the instructors at the dance studio, told CBS News that “Mr. Ma” was one of the people killed in the shooting. None of the victims had been officially identified as of Sunday night.

One neighbor of the Monterey Park studio told CBS Los Angeles the gunshots sounded like fireworks, but due to the celebrations in the area, he did not think much of it at the time.

Monterey Park is a city of about 60,000 people that sits at the eastern edge of Los Angeles. The majority of its residents are Asian immigrants or their descendants, most of them Chinese. The dance studio in downtown Monterey Park is just a few blocks from city hall on its main thoroughfare of Garvey Avenue, which is dotted with strip malls that are full of small businesses whose signs are in both English and Chinese. Cantonese and Mandarin are both widely spoken, Chinese holidays are celebrated, and Chinese films are screened in the city.

The festival in Monterey Park was canceled for Sunday, officials said.

A GoFundMe account has been set up for “the many individuals who are now suffering from this senseless violence.”

When I learned my kid’s preschool would hold active-shooter drills, I permanently pulled her out of in-person learning

I pulled my 3-year-old from in-person preschool a few years ago. I couldn’t let a place of learning implant visions of violence in a child so young she didn’t even know the word.

My daughter is sensitive. I knew she’d be negatively affected by shooter-response drills, and she already felt anxious at school, a new environment for her. If she was afraid, she wouldn’t be able to absorb what she was there to learn, whether that was letters, numbers, or how to listen during lockdowns.

I didn’t want to normalize violence for her

I was hesitant to withdraw her from public school so early in her education but felt the intensity of these drills would be harmful to her development. I didn’t want to normalize in her young mind threats of shootings. Because she’s a child already prone to worrying, I couldn’t expose her to the long-term effects of that trauma.

Deirdre Myers, a residential therapist with the Bay Area Women’s Center in Michigan, told Insider: “Young children are unable to understand the differences between drills and reality, but developing secure attachments with teachers could aid with following instructions in the case of an active shooter.”

Despite this, drills are conducted in classrooms across the US every day. Forty states mandate some type of active-shooter-response training.

Our local district uses ALICE, a for-profit facilitator of active-shooter training. ALICE stands for “alert, lockdown, inform, counter, evacuate.” The program would have exposed my preschooler to mock shots and taught her barricading practices and strategies for distracting shooters.

I was most concerned about the “counter” step of the training. This step directs students to use combat tactics on an adult with a gun. It has kids running chaotically in a zigzag pattern. I taught my child to remain calm in emergencies, so this lesson contradicted what she knew.

I’m not the only one who thinks drills at this age are unnecessary

The American Academy of Pediatrics advises against these kinds of drills, and there’s no national certifying agency for shooter-response-training organizations. I was far from convinced this was necessary.

Kadesha Adelakun, a registered child-play therapist and the owner of The Journey Counseling Services in Georgia, said: “Children can be indirectly traumatized by the simulation of an active shooting. They can become more fearful of being shot at school but also around their home.”

I wrote a letter on behalf of my community to the school board. I requested exemptions for kids with disabilities, kids with special needs, kids with limited English-speaking ability, and kids with existing traumas. I asked the board to divert the funds from the drills into adding more counselors. But it never responded, and I began to question the value system of our schools.

So I pulled my daughter out of preschool.

Emergencies and safety are things my daughter could comprehend. I explained to her that just as we practiced for emergencies at home, they practiced for emergencies at school.

It’s hard to talk about shooter drills in age-appropriate ways

She was perceptive and understanding but had a few questions about why the school wasn’t safe. It was difficult to frame it in an age-appropriate and honest way. I focused on reassuring her. I told her it was my job to protect her, including her brain, and I couldn’t let her be in a situation that seemed unsafe for her mind.

Today my daughter is 8. She’s spent only two months in the public school system. She’s never attended an active-shooter drill, and she’s never been involved in an active-shooter scenario.

Her schooling options are an ongoing conversation now that she’s older. So far, she has no interest in attending a traditional school, and she has no idea that sometimes people get shot there. She’s enrolled in a virtual school that holds live classes, has a robust curriculum, and conducts no drills.

My kid’s safety is my job.

What we know so far about the Colorado Springs shooting

Police continue to investigate after a gunman killed five people and injured 18 others at an LGBTQ nightclub late Saturday in Colorado Springs, Colo.

Seventeen people were injured by gunshots, while another victim sustained other injuries, police said Monday afternoon.

At least one other person and likely many others were victims with no visible injuries, police said. Police earlier said 25 people were injured.

Police on Monday released the names of those killed: Daniel Aston, Kelly Loving, Raymond Green Vance, Derrick Rump and Ashley Green Paugh.

Three victims are in stable condition at Penrose Hospital in Colorado Springs, its CEO said on Monday.

Officials have identified Anderson Lee Aldrich, 22, as the suspect. He was taken into custody shortly after arriving on site at Club Q and is being treated at a local hospital as of Monday afternoon.

Court records for the case have now been sealed. Colorado Springs District Attorney Michael Allen said on Monday afternoon that no formal charges have been filed. He said the investigation is still active and charges will be filed in due time.

The attack comes six years after the deadliest attack on the LGBTQ community in modern U.S. history, when a gunman killed 49 people and wounded 53 others at the Pulse nightclub in Orlando, Fla.

Here’s what we know about the Colorado Springs shooting.

Two patrons subdued the gunman

Colorado Springs Police Chief Adrian Vasquez said the gunman began shooting as soon as he entered the nightclub.

According to authorities, two patrons, Richard Fierro and Thomas James, helped subdue the gunman, which the chief described as heroic.

“We owe them a great debt of thanks,” he said at a news conference Sunday.

Colorado Springs Mayor John Suthers told NPR that one of the patrons “took the handgun from the [shooter] and hit him with the handgun to disable him.”

Club Q wrote on Facebook that the patrons’ “quick reactions” helped end the attack, which it called a hate attack, and prevented more people from being killed or injured.

Police said the first call came in at 11:57 p.m. local time after which the first officer arrived three minutes later. The suspect was taken into custody at 12:02 a.m. MT.

Vasquez said the shooter carried an “AR style platform” long gun along with multiple magazines with ammunition.

“That speaks to the preparation that he took before entering that club,” Vasquez told NPR’s Rachel Martin on Morning Edition.

Club Q has been a safe haven for Colorado Springs’ LGBTQ community

Club Q, which opened in 2002, serves the Colorado Springs area with drag shows, karaoke, and dance parties for those 18 years and older.

Both Vasquez and Colorado Gov. Jared Polis called the club a “safe haven” for LGBTQ residents of Colorado Springs.

“Club Q has been a safe haven for the LGBTQ community in an area where it hasn’t always been easy,” Polis, who became the first openly gay governor in the U.S. in 2018, said at a church service Sunday. “It’s a place where we can gather, dance, and share the joy.”

Colorado Springs Police Lt. Pamela Castro said the department was shocked at the attack, as the nightclub had not been a problem spot for the city.

Club Q announced it will be closed until further notice.

The shooting came on the eve of Transgender Day of Remembrance

The gunman targeted the club the night before Transgender Day of Remembrance, which occurs annually on Nov. 20 to honor victims of anti-trans violence.

The day of remembrance had its start in 1999, when LGBTQ rights advocate Gwendolyn Ann Smith helped organize a vigil for transgender women Rita Hester and Chanelle Pickett of Massachusetts. Both were women of color.

Among those fatally shot on Saturday were Kelly Loving, a 40-year-old trans woman, and Daniel Aston, a 28-year-old trans man who bartended and frequently performed at Club Q.

Aston loved 1980s music and hats, his mother told Colorado Public Radio. She admitted that in the past, she was often worried about her son being targeting for being transgender.

“I always worried about it,” she said. “He’s a trans man and the trans community are really the biggest targets I can think about it right now.”

Although the investigation is in its early stages, Vasquez said it’s not lost on him that shooting took place in a LGBTQ nightclub and on the eve of Transgender Day of Remembrance. He added that those details will be taken seriously.

“I think there’s a lot of work to be done before we can come to that determination,” he said on whether the shooting was a hate crime. “But certainly it feels that way.”

Biden and lawmakers respond, condemning anti-LGBTQ hate crimes

Sen. Michael Bennet, D-Colo., expressed his devastation upon hearing news of the shooting in his state and called for more protection and support of the LGBTQ community.

“As we seek justice for this unimaginable act, we must do more to protect the LGBTQ community and stand firm against discrimination and hate in every form,” he wrote on Twitter on Sunday.

President Biden said in a statement: “There is no place for violence, hatred, and bigotry in America. Yet, tragically, as last night’s attack in Colorado Springs reminds us, too many LGBTQI+ people in the United States — and around the world — continue to face unconscionable attacks.”

Biden called for Congress to pass the Equality Act, which would ban discrimination against people based on sexual orientation and gender identity. The bill stalled in the Senate after passing the House in February 2021.

In June, Biden signed the first major gun safety law passed by Congress in nearly 30 years, a month after the mass shooting at an elementary school in Uvalde, Texas that killed 19 children and two adults. The legislation expanded background checks on people between the ages of 18 and 21 seeking to buy a gun and expanded an existing law that prevents people convicted of domestic abuse from owning a gun.

But he said more must be done.

“We need to enact an assault weapons ban to get weapons of war off America’s streets,” Biden said in a White House press release.

U.S. MASS SHOOTING INSURANCE RATES JUMP AS INCIDENTS RISE

The cost of buying insurance protection against mass shootings has spiked more than 10% in the United States this year following a string of deadly events, insurers said.

The United States witnessed 293 mass shootings so far this year, according to a report by the Gun Violence Archive that defines them as any event involving the shooting of four or more people other than the assailant. That compares with 309 the same period last year, but is sharply up from 240 in 2020.

Active shooter insurance typically covers victim lawsuits, building repairs, legal fees, medical expenses and trauma counseling.

“The number of inquiries we’ve been receiving over the last few weeks have definitely spiked … we haven’t been as busy as this ever before,” said Chris Parker, Head of Political Violence and Deadly Weapons Protection at Lloyd’s of London insurer Beazley (BEZG.L).

 

Parker said the insurer had seen a 25% jump in revenue so far this year for its deadly weapon policy, with a 30-35% jump in inquiries and a 10%-15% increase in rates, driven by the rising number and severity of gun attacks.

He said clients were now buying insurance to cover themselves for $5-10 million in losses, compared to $1-3 million four years ago.

Policyholders typically can pay tens of thousands of dollars for $1 million in coverage. Beazley’s clients include schools, municipalities, houses of worship, bars and restaurants.

Other buyers include organizers of events such as marathons, rodeos, livestock shows, concerts, Fourth of July parties and Pride marches. Beazley is one of the biggest players in the space along with other Lloyd’s of London insurers, sources said.

There has been an uptick in violent attacks at hospitals and healthcare institutions as families of people who lost their lives to the pandemic look for someone to blame, insurers said.

Inflation is also seen as a driver of violent acts as the cost of living rises.

Chris Kirby, head of political violence coverage at insurer Optio, said demand for the insurance typically rises after major attacks.

“This was the case post 9/11, and was the same following the rioting and violent civil disturbances that have taken place over the last few years in the U.S., and we are seeing the same increase in demand following the recent spate of mass shootings.”

Church Mutual, a leading insurer of religious organizations in the United States, said it had seen a 10-15% rise in inquiries around armed intruder and mass shootings and an increase in requests for services.

Church Mutual has seen more demand for its “Pull for police device,” which allows a customer to pull a tab, triggering a signal to law enforcement that there’s an armed intruder event.

Church Mutual clients also include food banks and childcare centers.

‘MORE EXORBITANT’

The price of an active shooter insurance policy varies according to location, safety protocols and the gun laws of the state of residence, insurers say.

Insurers are already charging schools, healthcare institutions and retail establishments more for cover and prices in general are 5% to 10% higher than last year, said Tarique Nageer, managing director, terrorism and political violence at insurance broker Marsh.

However, the majority of organizations do not have insurance against such attacks.

“The increase could get more exorbitant if any of the institutions that may have had experiences of active shooter losses or claims had insurance,” Nageer said.

Insurance buyers said they need to argue hard to keep a lid on rates.

“You can generally aim to minimize rate increases through thorough and pointed negotiations, and reminding underwriters that this is a competitive market,” said Scott Feltham, group insurance manager for catering group Compass (CPG.L).
